It was never a rule, just hard to hold a smile for the length of exposure. I have heaps of smiling Victorian photos. By this time smaller cameras were becoming more popular and exposure time much reduced.
Myrna Tucker l'd guess they might be sitting on a pier or jetty and the one with his trousers rolled up and bare feet may have been wading in a river or paddling in the sea....
I wonder if these were the children of bargees? It looks a bit like the top of a barge. I don't know how long an exposure was required by this time, because those smiles look spontaneous, not forced - it would be hard to maintain that for any length of time. I love the historical detail you can glean from this - the metal on the boys boots on the left of the picture, to make them last. The littl'un most likely didn't have boots - too dear for babies, even though he'd probably have to do his share of work if they were barge children. Goes to show money does not equate happiness.
