They called them hobble skirts for a reason.
There's a favorite story concerning the Hobble Skirt..The Tzarina Alexandra did not approve of exaggerated fashions. Once when her friend Lili Dehn arrived wearing one the Tzarina said to her;
"Do you really like this skirt, Lili?"
"Well . . . Madame," she said helplessly, "c'est la mode."
"It is no use whatever as a skirt," she answered. "Now, Lili, prove to me that it is comfortable - run, Lili, run, and let me see how fast you can cover the ground in it."
Needless to say, she never wore a "hobble" skirt again.

My Aunts wore them and called them "Hobble Skirts". I remember asking My Aunt Lela How They could Walk and She said they had a covered Slit up the back , but they were still very Tight !.

Women found it nearly impossible to get on street cars while wearing hobble skirts, so the street car companies built steps on them so they could board.

There's a story about silent film actress Clarine Seymour: when she would go home from the studios, she took a streetcar. To climb in, she had to hike up her hobble skirt. D.W. Griffith's crew made it a habit to be near the stop every day so they could see her doing this.
