A photo of Ida Frances Bailey who was born in 1875. She was the widow of George Whitmire when she married Albert Ross Wilson in 1896. She died in 1924 of TB.
Here's an intriguing possibility. Maybe she was an actress playing a "Pan" role. Note the rather boyish hairstyle. Pic too early to be "Peter Pan" which was written in 1906. I highlighted the pic and I agree with Helen D'All that there is a feather/petal on the left side of her head (darker area)
The earliest actresses to play the role of Peter Pan usually wore a white collar of a certain shape--hence the "Peter Pan collar". They wore a feather in their caps.
Could also be a hairpin that had feathers attached to it, and she put her hair in a bun at the back of her head, using the hairclip to fasten the hair more properly.
