Actually, no. The large hats helped balance the wide floor-length skirts and give the ensemble proportion and the appearance of a smaller waist. They also also framed the face attractively.

She can wear it gracefully because of her body type and hair style. I happen to LOVE the Maud Hart Lovelace Betsy-Tacy series which are semiautobiographical and take place around the turn of the twentieth century. In some biographical material, there are photos of her and her friends in pompadours and Merry Widow hats which were very wide. On them, young high school girls, well, let's just say they didn't carry off the more extreme styles very well. I don't know if they were just too young or didn't have the right faces and figures. Still, they were clearly pleased with themselves so I guess it was all right. Extreme styles are always hard to wear.
