I've read that skirts on both boys and girls were common until toddlers were potty trained. Simplified matters.

These little ones look so much cuter than the ones today, why is that??. Maybe a softer light or no colour.
I think the kid just has hat hair from wearing that huge straw hat!

This boy looks between 3 and 4 years old, so it's not unusual that he is still in a skirt. Before the 20th century, people weren't as concerned over the gender roles of infants and toddlers, nor was there any parental stress over when a child was potty-trained. It wasn't until the early to mid-1900s that the idea of pink and blue for the genders became fashionable.

And it was not until after the 1960s that extremely early potty training became an obsession and some sort of status symbol for parents. I faced that kind of pressure from my mother-in-law with my kids in the 60's and 70's...get them trained when they were just barely walking and be sure to put them in the proper color and style clothing!! Geez!

Looks to be a girl to me. My Mother was named Ira but she sure looked female, as does this child.

Boys did wear dresses in those days. This is my great uncle Roland age 4 in 1897. Hooper Nebraska.

I believe it was traditional that boys and girls wore the same clothes until about two or three years old when boys were 'breeched' started to wear shorts or trousers [breeches]. It looks odd today but it was nothing unusual then.

I think in that day and age many boys wore dresses. Years ago when we toured an old historical mansion, the tour guide was telling us that the mother dressed her son as a girl and she thought the mother was crazy. Now that I see so many old photos of boys dressed liked this, it must have been common and in style.
