In 1907, in the year that Walter J Saulque was born, the Monongah coal mining disaster occurred on December 6th, happening at the Fairmont Coal Company’s No. 6 and No. 8 mines.. Over 361 miners were killed. Because there was no breathing apparatus at the time to help rescuers, recovery efforts were greatly hampered. It is considered the worst mining disaster in American history and led to government oversight in mining practices.

In 1947, at the age of 40 years old, Walter was alive when in June, the Marshall Plan was proposed to help European nations recover economically from World War II. It passed the conservative Republican Congress in March of 1948. After World War I, the economic devastation of Germany caused by burdensome reparations payments led to the rise of Hitler. The Allies didn't want this to happen again and the Marshall Plan was devised to make sure that those conditions didn't arise again.
