Victor David Allwine of Battle Ground, Clark County, Washington was born on April 10, 1892 to Stephen Louis Allwine and Mary Elizabeth Ries. He had siblings Arthur R Allwine and Helen May Allwine. He was in a relationship with Hattie Rosine Henkel, and had children Helen Mary Allwine and Victoria Allwine. Victor Allwine died at age 81 years old in December 1973 in Roseburg, Douglas County, Oregon United States.

In 1892, in the year that Victor Allwine was born, on October 5th, the Dalton Gang was shot. The Gang was attempting to rob two banks - simultaneously - in Coffeyville Kansas but word spread of the robberies and townspeople with guns greeted them when they left the banks. Four members of the gang were killed - only Emmett Dalton survived his wounds and spent 14 years in prison.

In 1910, when he was 18 years old, the Boy Scouts of America was incorporated. U.S. publisher W.D. Boyce was visiting England when he became lost in the London fog. An unknown Boy Scout helped him find his way out, declining a tip (he said that he was a Boy Scout and was doing his good deed for the day). Boyce was so impressed that he incorporated the Boy Scouts of America when he returned home. Its purpose was "to teach boys patriotism, courage, self-reliance, and kindred values."
