Taylor Earl Hawkins of Pearcy, Garland County, Arkansas was born on January 30, 1905 in Yell County, and had a sibling Mace Hawkins. He was married to Cora Janice (Hurst) Hawkins, and had a child Lois Irene Hawkins. Taylor Hawkins died at age 70 years old on November 9, 1975 in Hot Springs, Garland County, and was buried at Free Hill Cemetery in Amity, Hot Spring County.

In 1905, in the year that Taylor Hawkins was born, the Niagara Falls conference was held in Fort Erie, Ontario. Led by W.E.B. Du Bois and William Monroe Trotter, a group of African-American men met in opposition to racial segregation and disenfranchisement. Booker T. Washington had been calling for policies of accommodation and conciliation and these two men, along with the others who attended the conference, felt that this was accomplishing nothing. The group was the precursor to the NAACP.

In 1919, Taylor was only 14 years old when in January, Nebraska was the 36th state to ratify the 18th Amendment, making it the law of the land. The 18th Amendment established Prohibition - a law against the production, transport, and sale of alcohol. Private consumption and possession were not prohibited. Several months later, the Volstead Act was passed, creating laws to enforce the Amendment. Bootlegging and bathtub gin followed.
