In 1911, in the year that Swithin H Chandler was born, the Triangle Shirtwaist fire occurred, one of the deadliest industrial disasters in U.S. history. 146 workers (123 women and 23 men, many of them recent Jewish and Italian immigrants) died from the fire or by jumping to escape the fire and smoke. The garment factory was on the 8th, 9th, and 10th floors of a building in Greenwich Village in Manhattan. Doors to stairwells and exits had been locked in order to prevent workers from taking unauthorized breaks and to prevent theft, so they couldn't escape by normal means when the fire broke out. Due to the disaster, legislation was passed to protect sweatshop workers.

In 1938, he was 27 years old when on June 25th (a Saturday) the Fair Labor Standards Act was signed into law by President Roosevelt (along with 120 other bills). The Act banned oppressive child labor, set the minimum hourly wage at 25 cents, and established the maximum workweek at 44 hours. It faced a lot of opposition and in fighting for it, Roosevelt said "Do not let any calamity-howling executive with an income of $1,000 a day, ...tell you...that a wage of $11 a week is going to have a disastrous effect on all American industry."
