Stewart William Saylor of Friedens, Somerset County, PA was born on October 30, 1921 in Berlin to Stewart Cleveland Saylor and Rachel J. Paul. He had siblings Elbert L Saylor, Dorothy Saylor, R. Paul Saylor, Phyllis Saylor, Donald Saylor, Elbert L. Saylor, Lois Saylor, Gene Saylor, and Franklin Dwight Saylor. He married Dorothy Eileen Schmucker, and had children Stewart R. Saylor, Chris F. Saylor, and Sheron Saylor. Stewart Saylor died at age 85 years old on July 3, 2007 in Somerset.

In 1921, in the year that Stewart W Saylor was born, on March 4, Warren G. Harding became President. Previously a U.S. Senator, Lieutenant Governor, and Ohio State Senator, Harding was a popular President. But many scandals plagued his short administration (he died in office after 2 and a half years), including the revelations of one of his mistresses and the Teapot Dome scandal. Historically, Harding is rated as one of the worst Presidents.

In 1935, at the age of only 14 years old, Stewart was alive when on August 14, the Social Security Act was signed into law. The purpose was to "provide federal assistance to those unable to work". The law established the Social Security Administration whose primary focus was to "provide aid for the elderly, the unemployed, and children". The Act survived many Supreme Court challenges and the Administration continues until today.
