In 1898, in the year that Steward M Bower was born, on February 15th, the USS Maine exploded and sank in Havana harbor. The reason for the explosion has never been found, but it killed 266 men. "Remember the Maine" became a rallying cry and precipitated the United States' declaration of war on Spain two months later - the beginning of the Spanish-American War. On December 10th, the war ended with the signing of the Treaty of Paris. The Treaty gave the U.S. Puerto Rico, the Philippines, Guam - for $20 million - and, temporarily, Cuba.

In 1934, by the time this person was 36 years old, on June 6th, the U.S. Securities and Exchange Commission was formed as a response to the stock market crash of 1929 and the continuing Great Depression. Previously, the states regulated the offering and sales of stocks - called "blue sky" laws. They were largely ineffective. Roosevelt created a group (one member was Joseph Kennedy, father of the future President Kennedy) who knew Wall Street well and they defined the mission and operating mode for the SEC. The new organization had broad and stringent rules and oversight and restored public confidence in the stock market in the United States.
