In 1906, in the year that Rutledge F Gray was born, abolitionist and suffragette leader Susan B. Anthony died, before women's right to vote nationally was realized (in 1920). She, along with Elizabeth Cady Stanton, founded the National American Woman Suffrage Association which later became the League of Women Voters. She died at the age of 86 of heart failure and pneumonia in her home in New York.

In 1920, Rutledge was just 14 years old when the Volstead Act became law. Formally called the National Prohibition Act, the Volstead Act enabled law enforcement agencies to carry out the 18th Amendment. It said that "no person shall manufacture, sell, barter, transport, import, export, deliver, or furnish any intoxicating liquor except as authorized by this act" and defined intoxicating liquor as any beverage containing more than 0.5% alcohol by volume.
