In 1892, in the year that Rushia Collier was born, on August 4th, the father and stepmother of Lizzie Borden were found murdered. Lizzie was accused of the crime and on June 20th of the next year, she was acquitted of murder by a jury. But she was never acquitted in the public mind.

In 1920, at the age of 28 years old, Rushia was alive when the Volstead Act became law. Formally called the National Prohibition Act, the Volstead Act enabled law enforcement agencies to carry out the 18th Amendment. It said that "no person shall manufacture, sell, barter, transport, import, export, deliver, or furnish any intoxicating liquor except as authorized by this act" and defined intoxicating liquor as any beverage containing more than 0.5% alcohol by volume.
