In 1909, in the year that Robert J Foley was born, explorer Robert Peary, a Rear Admiral in the U.S. Navy, claimed to have been the first to have reached the geographic North Pole. His claim has been disputed for over a century - some say that he ended up 60 miles from the North Pole. Peary was the only navigator on his team and he didn't submit his records for public review.

In 1910, by the time he was only 1 year old, the Mann Act, also called the White-Slave Traffic Act, was signed into law. Its purpose was to make it a felony to engage in interstate or foreign commerce transport of "any woman or girl for the purpose of prostitution or debauchery, or for any other immoral purpose". But the language was so broad that it was also applied to consensual sex between adults when wished.
