Phoebe Hwei-Yueh (Chi) Kozuhowski was born on May 23, 1927 in Kunming, Yunnan China. She married William Wei-Ming Shih in 1959 in Philadelphia, Philadelphia County, Pennsylvania United States, and they were married until William's death circa 1962 in Philadelphia United States. They had a child Oliver William Shih. She would also marry Bernard Lawrence Kozuhowski in 1963 in Philadelphia, Philadelphia County United States and they later divorced circa 1962 in Philadelphia United States. They had a child Helen Joan Kozuhowski. Phoebe Kozuhowski died at age 86 years old on February 11, 2014 in Flourtown, Montgomery County, and was buried at Cremated.

In 1927, in the year that Phoebe Hwei-Yueh Kozuhowski was born, the first "talkie" (a movie with music, songs, and talking), The Jazz Singer, was released. Al Jolson starred as a cantor's son who instead of following in his father's footsteps as expected, becomes a singer of popular songs. Banished by his father, they reconcile on his father's deathbed. It was a tear-jerker and audiences went wild - especially when they heard the songs. Thus begun the demise of silent films and the rise of "talkies".

In 1935, Phoebe was just 8 years old when on September 8th, Louisiana Senator Huey Long was shot by Dr. Carl Weiss. Weiss was shot and killed immediately by Long's bodyguards - Long died two days later from his injuries. Long had received many death threats previously, as well as threats against his family. He was a powerful and controversial figure in Louisiana politics (and probably gained power through multiple criminal acts). His opponents became frustrated with their attempts to oust him and Dr. Weiss was the son-in-law of one of those opponents. His funeral was attended by 200,000 mourners.
