In 1916, in the year that Phineas C Wharton was born, in June, the U.S. Congress authorized a plan to expand the armed forces over the next five years. Called the National Defense Act of 1916, the national law expanded the National Guard and Army (the Army added an aviation unit), created the Reserves, and gave the President expanded authority to federalize the National Guard. It also allowed the government to stockpile, in advance, materiel to be used in wartime.

In 1955, Phineas was 39 years old when on September 30th, movie star James Dean, 24, died in a car accident. He was headed in his new Porsche 550 to a race in Salinas California when, traveling at 85 mph, he collided with a 1950 Ford Tudor, also speeding, driven by a 23 year old college student. Dean died, his passenger and the other driver survived.
