In 1914, in the year that Philip Pokodner was born, in August, the Panama Canal opened to traffic. Begun by the French in the 1880's and abandoned, the United States undertook further construction in 1904. After 10 years, and the elimination of malaria carrying mosquitoes (which caused immense delays for the French and the Americans), the 48 mile long artificial waterway - a series of locks - created a shortcut for ships traveling between the Atlantic and Pacific Oceans.

In 1924, by the time he was just 10 years old, J. Edgar Hoover, at the age of 29, was appointed the sixth director of the Bureau of Investigation by Calvin Coolidge (which later became the Federal Bureau of Investigation). The Bureau had approximately 650 employees, including 441 Special Agents. A former employee of the Justice Department, Hoover accepted his new position on the proviso that the bureau was to be completely divorced from politics and that the director report only to the attorney general.
