In 1906, in the year that Paulene Fisher was born, President Theodore Roosevelt received the Nobel Prize for Peace. The award was considered controversial at the time because many thought that he was an imperialist. But he had brokered peace between Russia and Japan a year previous and had allowed a dispute between Mexico and the U.S. to go to arbitration, resolving the issue peacefully rather than resorting to military conflict. For these two reasons, the Nobel Prize committee chose him for the Peace Prize.

In 1933, at the age of 27 years old, Paulene was alive when on March 4th, Franklin Delano Roosevelt became the 32nd President of the United States. He was elected four times (equaled by no other President) and guided the United States through the Great Depression, the Dust Bowl, and World War 2. His wife was his cousin Eleanor Roosevelt (Teddy Roosevelt's niece) who President Truman called "First Lady of the World". Some of the major programs that survive from his presidency are the Securities and Exchange Commission, the Wagner Act (The National Labor Relations Act of 1935) , the Federal Deposit Insurance Corporation and Social Security.
