In 1903, in the year that Otis Biddell was born, the book The Souls of Black Folk, written by W. E. B. Du Bois, was published. Containing several essays on the African-American experience in America, much of the book was based on Du Bois' own life. The book was one of the very early works in the science of sociology.

In 1941, at the age of 38 years old, Otis was alive when in his State of the Union address on January 6th, President Roosevelt detailed the "four freedoms" that everyone in the world should have: Freedom of speech, Freedom of worship, Freedom from want, and Freedom from fear. In the same speech, he outlined the benefits of democracy which he said were economic opportunity, employment, social security, and the promise of "adequate health care".
