In 1944, in the year that Norman John Skinkle was born, on June 22nd, the Servicemen's Readjustment Act of 1944, called the G.I. Bill, was signed into law, pushed through by the veteran's organizations. Benefits provided for veterans to return to school (high school, vocational school, or college), obtain low interest home mortgages and low interest business loans, and (if needed) one year of unemployment insurance. Since most returning vets immediately found work, less than 20% of the unemployment benefits were distributed.

In 1955, at the age of only 11 years old, Norman was alive when on September 30th, movie star James Dean, 24, died in a car accident. He was headed in his new Porsche 550 to a race in Salinas California when, traveling at 85 mph, he collided with a 1950 Ford Tudor, also speeding, driven by a 23 year old college student. Dean died, his passenger and the other driver survived.
