Norman John Blackney of Chiltern, Indigo Shire County, VIC Australia was born in 1910 in Chiltern to Elizabeth Frances (Gillies) Blackney and George Thomas Blackney. He had siblings Eileen Mary Blackney, Vera Dorothy Blackney, Clarence Henry Blackney, Linda Frances Blackney, and Desmond Thomas Blackney. Norman Blackney married Phyllis Monica Giulieri in 1935, and died at age 64 years old in 1974 in Brighton.

In 1910, in the year that Norman John Blackney was born, the Mann Act, also called the White-Slave Traffic Act, was signed into law. Its purpose was to make it a felony to engage in interstate or foreign commerce transport of "any woman or girl for the purpose of prostitution or debauchery, or for any other immoral purpose". But the language was so broad that it was also applied to consensual sex between adults when wished.

In 1924, he was only 14 years old when Macy's department store in New York held its first "Thanksgiving parade" on November 27th at 9a - during church services but leaving plenty of time to attend the big football game between Syracuse and Columbia universities. The parade was held as a way to promote the opening of the “World’s Largest Store” and its 1 million square feet of retail space in Manhattan’s Herald Square. The parade was 6 miles long and included floats, Macy's employees dressed as clowns, cowboys, and sword-wielding knights, and animals from Central Park Zoo. Santa Claus, of course, brought up the rear - opening the Christmas shopping season for Macy's.
