Norma J Peirce of Grants Pass, Josephine County, OR was born on June 14, 1924 to Roland Abbott Daugherty and Ruby Marie (Fellows) Daugherty. She had a sister Lois Catherine (Daugherty) Gage. She married Willard Joseph Peirce on July 28, 1951 in Arizona United States, and they were married until Willard's death in 1989. She had children Catherine Marie (Peirce) Hollingsworth, William Robert Peirce, and Ray C. Peirce. Norma Peirce died at age 74 years old on September 30, 1998.

Edgar Hoover, at the age of 29, was appointed the sixth director of the Bureau of Investigation by Calvin Coolidge (which later became the Federal Bureau of Investigation). The Bureau had approximately 650 employees, including 441 Special Agents. A former employee of the Justice Department, Hoover accepted his new position on the proviso that the bureau was to be completely divorced from politics and that the director report only to the attorney general.
