In 1882, in the year that Neville Savage Done was born, on August 3rd, President Chester Arthur signed the 1882 Immigration Act. "Criminals, the insane, or any person unable to take care of him or herself" were not allowed in the U.S. according to the Act. It also imposed a "head tax" on non-citizens entering the U.S.

In 1894, he was only 12 years old when large reserves of oil were discovered on the Osage Indian reservation in Oklahoma. Previously thought to be "useless" land - not even good for farming - the tribe had bought the land themselves. The discovery of oil made the Osage the "richest group of people in the world" at the time.
