In 1884, in the year that Nelson Stilz was born, on May 1st, the Federation of Organized Trades and Labor Unions - a US association - first resolved that "eight hours shall constitute a legal day's labour from and after May 1, 1886, and that we recommend to labour organisations throughout this jurisdiction that they so direct their laws as to conform to this resolution by the time named." Previously, workdays would consist of 10 to 16 hours a day - 6 days a week. It would take years before the 8 hour workday became common practice - and longer before it became a law.

In 1913, he was 29 years old when ratified in February the 16th Amendment, establishing a Federal income tax, became law. Previously, customs duties (tariffs) and excise taxes were the primary sources of federal revenue. With the passage of the 16th Amendment, incomes of couples exceeding $4,000, as well as those of single persons earning $3,000 or more, were subject to a 1% Federal tax (that would be about $98,000 and $74,000 now). Rates rose to 7% for incomes over half a million dollars. Less than 1% of the population was subject to income tax.
