Nellie Elizabeth (Rounds) Norton was born in 1882 to Maria Rickel Rounds and Charles Rounds, and had siblings George Wadsworth Rounds and Cora Rounds. She married Joseph Norton, and had children John Clifford, Florence M Amadry, Dorothy J Kwietkowski, Joseph "Bud" Norton Jr, Helen E (Norton) Erickson, and Harry Douglas Norton. Nellie Norton died at age 66 years old in 1948.

The Act also banned "bigamous" relationships and "unlawful cohabitation", making it illegal for polygamists and those who simply lived together without marrying to vote, be on a jury, or hold a public office.
