Melvin Roy Husk of Foster, Linn County, OR was born on June 16, 1918 in Missouri United States to Guy Cephus Husk and Catherine Lottie (Hale) Husk. He had siblings William Bartlett Husk, Wesley Louis Husk, Winfred Elroy Husk, and Joseph Roscoe Husk. He married Ruth Arlene (Chase) Husk and they later separated. He had children Roy Husk and Catherine Ann Husk. Melvin Husk died at age 71 years old on July 3, 1989.

In 1918, in the year that Melvin Roy Husk was born, in January, President Wilson presented his Fourteen Points, which assured citizens that World War I was being fought for a moral cause and outlined a plan for postwar peace in Europe. The only leader of the Allies to present such a plan, the Europeans thought Wilson was being too idealistic. The points included free trade, open agreements, democracy and self-determination. They were based on the research and suggestions of 150 advisors.

It passed the conservative Republican Congress in March of 1948. After World War I, the economic devastation of Germany caused by burdensome reparations payments led to the rise of Hitler. The Allies didn't want this to happen again and the Marshall Plan was devised to make sure that those conditions didn't arise again.
