Marcelina E (Estrada) Garcia of Bryan, Brazos County, TX was born on June 2, 1934 in Gonzales, Gonzales County to Urbano Estrada and Josefa Perez Estrada. She was the parent of Natividad Estrada. She married Pedro M. Garcia, and they had children Juana Inez Garcia, Pedro Garcia Jr., Joe Angel Garcia, Tony Garcia, Jo Ann Garcia, and Tommy Garcia. Marcelina Garcia died at age 64 years old on December 22, 1998 at Home 1902 Ave. B, in Bryan, Brazos County, and was buried at Mt. Calvary Cemetary in Bryan.

In 1934, in the year that Marcelina E Garcia was born, on June 6th, the U.S. Securities and Exchange Commission was formed as a response to the stock market crash of 1929 and the continuing Great Depression. Previously, the states regulated the offering and sales of stocks - called "blue sky" laws. They were largely ineffective. Roosevelt created a group (one member was Joseph Kennedy, father of the future President Kennedy) who knew Wall Street well and they defined the mission and operating mode for the SEC. The new organization had broad and stringent rules and oversight and restored public confidence in the stock market in the United States.
