In 1910, in the year that Madeline Selzle was born, the Mann Act, also called the White-Slave Traffic Act, was signed into law. Its purpose was to make it a felony to engage in interstate or foreign commerce transport of "any woman or girl for the purpose of prostitution or debauchery, or for any other immoral purpose". But the language was so broad that it was also applied to consensual sex between adults when wished.

In 1921, at the age of merely 11 years old, Madeline was alive when on November 11th, the first burial was held at the Tomb of the Unknown Soldier in Arlington National Cemetery. The body of an unknown soldier - selected by Army Sgt. Edward F. Younger who was highly decorated for valor and received the Distinguished Service Cross in "The Great War" - was brought back from France (World War 1) and placed in the newly completed tomb. President Warren G. Harding officiated at the interment ceremonies.
