Mabel Otway (Kelsall) Lowe of Geelong, Greater Geelong City County, VIC Australia was born on August 7, 1879 in Cape Otway, Colac Otway Shire County to Frances Louisa (Appleyard) Kelsall and Joseph Edward Kelsall. She had siblings Edward William Kelsall, Claude Ticknell Kelsall, Edgar Ernest Kelsall, Cuthbert Gordon Kelsall, Henry Collingwood Kelsall, Joseph Edward Kelsall, Alice Margaret Clara Kelsall, Claud Ticknell Kelsall, and Frances Harriet Susan Kelsall. She married Ralph Francis Lowe in 1902, and had children Frances Mabel Kelsall Lowe, Frances Mabel Ke Anderson, Ralph Kelsall Lowe, and Margaret Alice Kelsall Low. Mabel Lowe died at age 80 years old on February 22, 1960 in Geelong, Greater Geelong City County.

Lasting 13½ hours before burning out, it used a "a carbon filament or strip coiled and connected to platina contact wires".
