In 1919, in the year that Kingsley C Stone was born, in January, Nebraska was the 36th state to ratify the 18th Amendment, making it the law of the land. The 18th Amendment established Prohibition - a law against the production, transport, and sale of alcohol. Private consumption and possession were not prohibited. Several months later, the Volstead Act was passed, creating laws to enforce the Amendment. Bootlegging and bathtub gin followed.

In 1920, when he was just 1 year old, the Volstead Act became law. Formally called the National Prohibition Act, the Volstead Act enabled law enforcement agencies to carry out the 18th Amendment. It said that "no person shall manufacture, sell, barter, transport, import, export, deliver, or furnish any intoxicating liquor except as authorized by this act" and defined intoxicating liquor as any beverage containing more than 0.5% alcohol by volume.
