In 1896, in the year that Kathleen Hoye was born, on August 17th, the first pedestrian v car fatality occurred in Great Britain. Bridget Driscoll, age 44, was walking with her family on the grounds of The Crystal Palace in London when she was hit by a car driven by Arthur James Edsall. Edsall claimed to be going 4.5 mph and Driscoll's death was ruled an "accidental death" after an inquest.

In 1913, when she was 17 years old, the 17th Amendment, establishing the direct election of U.S. Senators, was adopted. Previously, Senators were elected by state legislatures. As early as 1826, a call to elect senators through popular vote was championed and previous to the 17th amendment, two states had already changed their process. Governors are still able to appoint senators to vacant seats until an election can be held.
