In 1916, in the year that Katherine Gordon Dickson was born, in June, the U.S. Congress authorized a plan to expand the armed forces over the next five years. Called the National Defense Act of 1916, the national law expanded the National Guard and Army (the Army added an aviation unit), created the Reserves, and gave the President expanded authority to federalize the National Guard. It also allowed the government to stockpile, in advance, materiel to be used in wartime.

In 1920, Katherine was just 4 years old when speakeasies replaced saloons as the center of social activity. After the 18th Amendment was ratified and selling alcohol became illegal, saloons closed and speakeasies took their place. Speakeasies, also called a blind pig or blind tiger, were "so called because of the practice of speaking quietly about such a place in public, or when inside it, so as not to alert the police or neighbors". There were a lot of them and they were very popular. And where saloons often prohibited women, they were encouraged at speakeasies because of the added profits.
