In 1911, in the year that Josie M Raley was born, the first use of aircraft as an offensive weapon occurred in the Turkish-Italian War. First used for aerial reconnaissance alone, planes were then used in aerial combat to shoot down recon planes. In World War I, planes and zeppelins evolved for use in bombing.

In 1941, at the age of 30 years old, Josie was alive when in his State of the Union address on January 6th, President Roosevelt detailed the "four freedoms" that everyone in the world should have: Freedom of speech, Freedom of worship, Freedom from want, and Freedom from fear. In the same speech, he outlined the benefits of democracy which he said were economic opportunity, employment, social security, and the promise of "adequate health care".
