In 1931, in the year that Joseph Montano was born, in March, “The Star Spangled Banner” officially became the national anthem by congressional resolution. Other songs had previously been used - among them, "My Country, 'Tis of Thee", "God Bless America", and "America the Beautiful". There was fierce debate about making "The Star Spangled Banner" the national anthem - Southerners and veterans organizations supported it, pacifists and educators opposed it.

In 1951, at the age of 20 years old, Joseph was alive when on February 27th, the 22nd Amendment to the US Constitution (which limited the number of terms a president may serve to two) was ratified by 36 states, making it a part of the U.S. Constitution. The Amendment was both a reaction to the 4 term Roosevelt presidency and also the recognition of a long-standing tradition in American politics.
