In 1884, in the year that Josefa Eskra was born, on December 6th, the Washington Monument was completed. Building began in 1848 but was stopped because of lack of funds and also due to the Civil War. It would be dedicated in 1885. At the time of its completion, it was the tallest structure in the world.

In 1910, she was 26 years old when the Mann Act, also called the White-Slave Traffic Act, was signed into law. Its purpose was to make it a felony to engage in interstate or foreign commerce transport of "any woman or girl for the purpose of prostitution or debauchery, or for any other immoral purpose". But the language was so broad that it was also applied to consensual sex between adults when wished.
