In 1916, in the year that John T Campanini was born, in June, the U.S. Congress authorized a plan to expand the armed forces over the next five years. Called the National Defense Act of 1916, the national law expanded the National Guard and Army (the Army added an aviation unit), created the Reserves, and gave the President expanded authority to federalize the National Guard. It also allowed the government to stockpile, in advance, materiel to be used in wartime.

In 1934, at the age of 18 years old, John was alive when on November 11th 1933, an extremely strong dust storm hit South Dakota, stripping topsoil. Other strong dust storms had occurred during 1933. Severe droughts continued to hit the Great Plains and the dust storms devastated agricultural production as well as people's' lives for several years. The Roosevelt administration and scientists eventually determined that farming practices had caused the conditions that led to the dust storms and the changes they implemented in farming stopped the Dust Bowl.
