John Pepper was born in 1741 to William Pepper and Mary Pepper, and had siblings William Pepper, Thomas Pepper, Rebecca Pepper, and Mary Pepper. He was in a relationship with Susanna (Morford) Pepper, and had a child William Pepper. John Pepper died at age 88 years old in September 1830.

In 1800, at the age of 59 years old, John was alive when the federal government moved from Philadelphia to Washington D.C. The site of the new capital had been chosen by President George Washington several years earlier and he appointed Pierre (Peter) Charles L'Enfant to lay out a plan for the new city.

In 1808, he was 67 years old when in late November or early December, the "mystery volcano" erupted. The eruption was so large that it affected air temperatures, the color of the sun, and cloud formations. It is believed the volcano was located in the western Pacific Ocean, somewhere between Indonesia and Tonga. Scientists are still trying to figure out the (exact) where, when, and how.
