In 1915, in the year that John Anthony Ragaisis was born, in April, the Ottoman Empire rounded up, arrested, and deported 235 to 270 Armenian intellectuals and community leaders in Turkey. As their actions continued through the next several years, an estimated 600,000 to 1 million Armenians were killed by Turkish soldiers.

In 1920, John was merely 5 years old when the Volstead Act became law. Formally called the National Prohibition Act, the Volstead Act enabled law enforcement agencies to carry out the 18th Amendment. It said that "no person shall manufacture, sell, barter, transport, import, export, deliver, or furnish any intoxicating liquor except as authorized by this act" and defined intoxicating liquor as any beverage containing more than 0.5% alcohol by volume.
