In 1934, in the year that Jim Ray Palmore was born, on November 11th 1933, an extremely strong dust storm hit South Dakota, stripping topsoil. Other strong dust storms had occurred during 1933. Severe droughts continued to hit the Great Plains and the dust storms devastated agricultural production as well as people's' lives for several years. The Roosevelt administration and scientists eventually determined that farming practices had caused the conditions that led to the dust storms and the changes they implemented in farming stopped the Dust Bowl.

In 1941, Jim was only 7 years old when on December 7th, the Japanese attacked the military base at Pearl Harbor, Hawaii. The surprise aerial attack damaged 8 U.S. battleships (6 later returned to service), including the USS Arizona, and destroyed 188 aircraft. 2,402 American citizens died and 1,178 wounded were wounded. On December 8th, the U.S. declared war on Japan and on December 11th, Germany and Italy (allies of Japan) declared war on the United States. World War II was in full swing.
