In 1909, in the year that Jessie Spelce was born, the NAACP was founded by W. E. B. Du Bois. The organization focused on legal strategies designed to confront the critical civil rights issues of the day - which included lynching and segregation in schools. The goal was to secure for all people the rights guaranteed in the 13th, 14th, and 15th Amendments to the United States Constitution.

In 1912, Jessie was merely 3 years old when the Girl Scouts of the USA was started by Juliette Gordon Low with the help of Sir Robert Baden-Powell, the founder of Boy Scouts in Great Britain. She said after a meeting with Baden-Powell, "I've got something for the girls of Savannah, and all of America, and all the world, and we're going to start it tonight!" And she did.
