James Joseph Boas was born on December 17, 1964 in Philadelphia, Philadelphia County, Pennsylvania United States to George Lewis Boas Jr. and Mary Anne Boas, and has siblings Patricia Grace Hegarty, Christopher Brian Boas, Mark Brian Boas, Mary Claire Hayes, Margaret Regina Boas, Theresa Rose Haviland, Anne Marie Miller, Matthew Brendan Boas, Bernadette Marie Boas, Michael George Boas, and Stephen Britt Boas. He married Patricia Ann Boas in 1998 in West Chester, Chester County and they later divorced in 2014 in West Chester. James Boas has children Brice Ryan Boas and Jack Thomas Boas.

In 1964, in the year that James Joseph Boas was born, in June, three young civil rights workers - Andrew Goodman and Mickey Schwerner from New York City, and James Chaney from Meridian, Mississippi - were kidnapped and murdered in Mississippi. Working with "Freedom Summer", they were registering African-Americans to vote in the Southern states. Their bodies were found two months later. Although it was discovered that the White Knights of the Ku Klux Klan, the Neshoba County Sheriff's Office and the Philadelphia, Mississippi Police Department were involved, only 7 men were convicted and served less than six years.
