In 1914, in the year that Jacob Gartner was born, in August, the Panama Canal opened to traffic. Begun by the French in the 1880's and abandoned, the United States undertook further construction in 1904. After 10 years, and the elimination of malaria carrying mosquitoes (which caused immense delays for the French and the Americans), the 48 mile long artificial waterway - a series of locks - created a shortcut for ships traveling between the Atlantic and Pacific Oceans.

In 1920, Jacob was just 6 years old when the Volstead Act became law. Formally called the National Prohibition Act, the Volstead Act enabled law enforcement agencies to carry out the 18th Amendment. It said that "no person shall manufacture, sell, barter, transport, import, export, deliver, or furnish any intoxicating liquor except as authorized by this act" and defined intoxicating liquor as any beverage containing more than 0.5% alcohol by volume.
