In 1917, in the year that Ishmael Bartley was born, on July 28, between ten and fifteen thousand blacks silently walked down New York City's Fifth Avenue to protest racial discrimination and violence. Lynchings in Waco Texas and hundreds of African-Americans killed in East St. Louis Illinois had sparked the protest. Picket signs said "Mother, do lynchers go to heaven?" "Mr. President, why not make America safe for democracy?" "Thou shalt not kill." "Pray for the Lady Macbeth's of East St. Louis" and "Give us a chance to live."

In 1947, he was 30 years old when in June, the Marshall Plan was proposed to help European nations recover economically from World War II. It passed the conservative Republican Congress in March of 1948. After World War I, the economic devastation of Germany caused by burdensome reparations payments led to the rise of Hitler. The Allies didn't want this to happen again and the Marshall Plan was devised to make sure that those conditions didn't arise again.
