In 1913, in the year that Hilmer Winberg was born, the 17th Amendment, establishing the direct election of U.S. Senators, was adopted. Previously, Senators were elected by state legislatures. As early as 1826, a call to elect senators through popular vote was championed and previous to the 17th amendment, two states had already changed their process. Governors are still able to appoint senators to vacant seats until an election can be held.
Did you know?
In 1925, Hilmer was only 12 years old when gangster Al "Scarface" Capone took over the Chicago bootlegging racket at age 26. Previously right hand man to boss Johnny Torrio, Capone took over when Torrio was shot and severely injured and decided to resign. The bootlegging and brothel organization was massive and when asked what he did, Capone often replied "I am just a businessman, giving the people what they want".
