  • Introduction

    I met Henry Lang in 1966 when he was one of four alcoholic men living in condemned houses in old Valdez, Alaska. My husband, Bob Innes, befriended these men and often visited them. He was saddened to see these broken lives, and shared the good news that it was possible to be changed. Bob had become a Christian just two years earlier and was excited about what he was learning in the Bible. He really believed these men, Henry, Art, Jim, and Marion, could be changed if only they were born again. Jim had a cabin in the scrub woods not too far from where we lived. One night a drunken altercation took place in the cabin and Jim was beaten to death. Henry was relocated to Juneau. (We heard it was Cordova, but I learned recently that it was Juneau.) My husband and I moved from Valdez a few months after the murder. In the 1970s we were told Art died a tragic figure in San Francisco after the pipeline terminal was constructed on the old Dayville property. While listening to a radio program (UNSHACKLED) one night in the ‘80s, I heard the story of the conversion of Marion, the youngest of the alcoholics my husband visited. Marion had became a Christian, married, and was for many years the director of the Fairbanks Rescue Mission. In 2018 I was told that the move to Juneau gave Henry a second chance in life. (Nothing was said about a spiritual change so I don’t know anything about that.) Henry became a local character in Juneau, beloved by many. In 1904, in the year that Henry Lang was born, the "Teddy's Bear" was first produced. After seeing a political cartoon of President Teddy Roosevelt refusing to kill a clubbed and tied up bear, Jewish Russian immigrant Morris Michtom - who owned a candy shop and sold stuffed animals that he and his wife made at night at the store - made a "Teddy's Bear" and put it in his shop's window. The stuffed bears were an immediate success and Michtom and his wife went on to found the Ideal Novelty and Toy Co.

In 1913, at the age of merely 9 years old, Henry was alive when ratified in February the 16th Amendment, establishing a Federal income tax, became law. Previously, customs duties (tariffs) and excise taxes were the primary sources of federal revenue. With the passage of the 16th Amendment, incomes of couples exceeding $4,000, as well as those of single persons earning $3,000 or more, were subject to a 1% Federal tax (that would be about $98,000 and $74,000 now). Rates rose to 7% for incomes over half a million dollars. Less than 1% of the population was subject to income tax.
