Henry Alphonso Gray of St Marys County, Maryland United States was born on February 24, 1909 at Mechanicsvile, MD, USA in Mechanicsville, St. Mary's County to Andrew Jesse Gray and Alice Catherine Gray. He had siblings Luke H Gray, Thomas E Gray, Edna (Gray) King, Joseph Francis Gray, Andrew Clarence Gray, and Mary Helen (Gray) Wathan. Henry Gray died at age 82 years old on July 29, 1991, and was buried at Charles Memorial Gardens in Leonardtown.

In 1909, in the year that Henry A Gray was born, the NAACP was founded by W. E. B. Du Bois. The organization focused on legal strategies designed to confront the critical civil rights issues of the day - which included lynching and segregation in schools. The goal was to secure for all people the rights guaranteed in the 13th, 14th, and 15th Amendments to the United States Constitution.

In 1913, Henry was only 4 years old when ratified in February the 16th Amendment, establishing a Federal income tax, became law. Previously, customs duties (tariffs) and excise taxes were the primary sources of federal revenue. With the passage of the 16th Amendment, incomes of couples exceeding $4,000, as well as those of single persons earning $3,000 or more, were subject to a 1% Federal tax (that would be about $98,000 and $74,000 now). Rates rose to 7% for incomes over half a million dollars. Less than 1% of the population was subject to income tax.
