Hazle Julia (Shimmins) Walker of Racine, Racine County, Wisconsin was born on November 27, 1892 to Richard R. Shimmins and Julia Ann Carter. Hazle Walker married Victor E. Walker, and died at age 76 years old in September 1969.

  • Introduction

    Hazle's maiden name was Shimmins. She was the daughter of Richard Shimmins and Julia Ann Carter and the last of their nine children. After finishing college, she married Victor Walker on April 19, 1917. They had three children; Marthann, Jane, and Douglas. Hazle was a very interesting woman who could do anything she set her mind to. She taught deaf education at Wisconsin School for the Deaf. She also taught in Jackson Mississippi, at the Oklahoma School for the Deaf, at a private school for the deaf in Rockford, Illinois and McKinley High in Racine, WI. She was a talented seamstress and homemaker, having her degree in Home Economics. She was an extremely patient mother and grandmother, beloved by all who knew her. Several people in Delavan declared that she was "the prettiest girl in Delavan."

The processing center was originally a 3 story wooden building - with outbuildings - that burned down a few years later.

In 1921, Hazle was 29 years old when in May, the Emergency Quota Act - or Emergency Immigration Act - was passed. The law restricted the number of immigrants to 357,000 per year. It also established an immigration quota in which only 3 per cent of the total population of any ethnic group already in the USA in 1910, could be admitted to America after 1921. Although the Act was supposed to be temporary, it stayed in effect until 1965.
