She had siblings Arthur John Shugg, Elsie Shugg, Florence May Shugg, Frederick Charles Shugg, Mervyn Thomas Shugg, and Amelia Ann Shugg. Hazel Shugg married Thomas Edmund Peel in 1921, and died at age 69 years old on August 2, 1970 in Preston, City of Darebin County.

In 1900, in the year that Hazel Pretoria Shugg was born, a massive hurricane, known as the Great Galveston hurricane, hit Galveston Texas. Winds hit up to 145 miles an hour (category 4) and it remains the single most deadly event in U.S. history. Between 6,000 and 12,000 died (most estimates are around 8,000 dead). The population of Galveston at the time was about 36,000 people in 1900.

Lynchings in Waco Texas and hundreds of African-Americans killed in East St. Louis Illinois had sparked the protest. Picket signs said "Mother, do lynchers go to heaven?" "Mr. President, why not make America safe for democracy?" "Thou shalt not kill." "Pray for the Lady Macbeth's of East St. Louis" and "Give us a chance to live."
