In 1910, in the year that Hazel Annie Lucas was born, the Mann Act, also called the White-Slave Traffic Act, was signed into law. Its purpose was to make it a felony to engage in interstate or foreign commerce transport of "any woman or girl for the purpose of prostitution or debauchery, or for any other immoral purpose". But the language was so broad that it was also applied to consensual sex between adults when wished.

In 1944, Hazel was 34 years old when on December 16th, The Battle of the Bulge began in the Ardennes forest on the Western Front. Lasting for a little over a month, the battle began with a surprise attack by Germany on the Allied forces The U.S. suffered their highest casualties of any operation in World War II - 89,000 were casualties, around 8,600 killed - but Germany also severely depleted their resources and they couldn't be replaced.
