    Hattley Harrison McDowell enlisted on September 16, 1940 in Memphis Tennessee. He held the rank of Private and his service number was 20410647. He was a member of the National Guard, which included officers, warrant officers, and enlisted men. McDowell was assigned to the Field Artillery branch of the military. During his military service, Private McDowell's unit would have been involved in the training and preparation of troops for combat during World War II. Field artillery units were responsible for providing fire support to infantry and other units on the front lines, using weapons such as howitzers and mortars. McDowell would have received extensive training in the use of these weapons and in tactics such as indirect fire and artillery observation. As a Private, McDowell would have been responsible for carrying out the orders of his superiors and performing a variety of duties as needed. He likely spent a significant amount of time training and drilling with his unit, as well as performing support duties such as maintenance and logistics. After five years of service, Private McDowell was discharged from the military.

In 1923, in the year that Hattley Harrison McDowell Jr. was born, on August 2, President Warren G. Harding died in office, apparently of a heart attack. He was staying at the Palace Hotel in San Francisco after completing a nationwide tour. Suffering from cramps, indigestion, a fever and shortness of breath, his doctor thought he had food poisoning. After several days of being ill, he suddenly shuddered, slumped over, and died. There were rumors of foul play (some thought that his wife had poisoned him because of his affairs) but no evidence has ever been found.

In 1938, by the time he was just 15 years old, on June 25th (a Saturday) the Fair Labor Standards Act was signed into law by President Roosevelt (along with 120 other bills). The Act banned oppressive child labor, set the minimum hourly wage at 25 cents, and established the maximum workweek at 44 hours. It faced a lot of opposition and in fighting for it, Roosevelt said "Do not let any calamity-howling executive with an income of $1,000 a day, ...tell you...that a wage of $11 a week is going to have a disastrous effect on all American industry."
